Territories in GovSpend
This article reviews how to create a territory in GovSpend to refine your Opportunities and customize your experience across the platform.
How to Create a Territory
Territories let you define the geographic and organizational scope you sell into — states, counties, ZIP codes, agencies, and agency demographics — so the Opportunities module can surface signals that are actually relevant to you. Once a territory is set up, GovSpend uses it to refine and regenerate your Opportunity results.
Before you start
- You can build a territory using any combination of the five available fields — States, Counties, ZIP Codes, Agencies, and Demographics. You don't need to fill out all of them. For example, if your territory is defined entirely by counties, you can select only Counties and skip the rest.
- Creating a territory will overwrite your existing State selections in your SLED Profile. If you want to keep those states, simply re-select them while building your territory.
- Note that the States field in your SLED profile is now disabled. The States selected are still driving your current Opportunities view, but if you want to modify those states you need to do that by creating a Territory.
- Click the "Edit Territories" link under the State input field to navigate to the Territory builder.

Creating A Territory
Step 1: Navigate to Territories

Go to Account > Settings, then select Territories from the left-hand menu (under My Profiles).

If you haven't created a territory yet, you'll see a Build your territory prompt. Click "Create a territory" to get started.

Step 2: Name your territory

A popup window will appear where you can:
- Enter your territory name (required)
- Add a description (optional)

Click Save to move on to field selection.

Note: For users who already have a "States" field entered in their SLED Profile, building a territory replaces those State selections. Re-select the same states in the territory builder if you want to continue to receive Opportunities for those states.
Step 3: Choose which fields define your territory

You'll see five selectable fields. Check the box next to each one you want to use to define your territory, then click Continue.

Checked fields will appear as steps in the setup wizard that follows.

| Agencies | Do you have a specific list of Agencies that you cover? |
| Demographics | Do you target Agencies with a specific population or K-12 district enrollment count? |
Note: You don't need to select every field! Pick only what's meaningful for how you define your territory. If your territory is defined by Counties, you only need to select the Counties step, enter your Counties, and you're done!
Step 4: Make your selections across each of your selected fields. Below is an overview of how to enter each field.
Define your States
Use the Map or List view to select the states you cover or sell into.

- In the map view, hand select individual states, or use the Select USA Regions shortcuts (Northeast, Southeast, Midwest, Southwest, West) to quickly select groups of states.

- Toggle Show Canada to add Canadian provinces to your territory.

- Use the upload icon next to the filter bar to paste a list of states (comma-, newline-, or tab-separated) instead of clicking through the map.

- Enter a list of state names or state abbreviations - comma, newline, or tab-separated and click "Continue"

- After pasting, you'll see a match summary (e.g., Matched vs. Not Found) before confirming which entries to add. Once you've reviewed, select "Add X entries" to commit those selections.

- In the List view, simply select your states from the list or search in the input bar to find a specific state.
- Selections you make in the Map view will carry over to the List view and vice versa.


- Use the "Selected" filter to show just your selections, which is useful if you want to review before moving onto the next step. Click the "Selected" filter again to go back to the full list of

- Click Continue to move to your next selected field, or Skip to move on without making a selection.

Define your Counties
Select all counties associated with your territory.

- If you made State selections in Step 4, your county list will automatically be filtered to just those states.
- Use the "States" filter to view and select Counties for an individual State

- You can also use the search input to either search for a specific County or to search by State

- Note: If you cover every county in a selected state, you don't need to individually select them — leave them unselected and they'll be included in your territory by default.
- Use the upload icon to paste a list of county names.
- Note: If a county name exists in more than one state, it will be matched in all applicable states — you can remove any you don't need in the Counties step.

- Once you've made your County selections, click "Continue" to move to the next step, "Skip" if you don't want to make selections, or "Review" to finalize your Territory.
Step 6: Define your ZIP Codes
Select all ZIP codes associated with your territory.
- If you made State selections, your ZIP code options are automatically filtered to just those states.
- Use the "States" filter to view and select ZIP codes for an individual State
- Note: If you cover every ZIP code in a selected state, you can leave them unselected — they'll be included in your territory by default.
- You can search specific zips in the search input bar OR search specific counties

- Note that the list of ZIP codes is paginated, showing 50 ZIPs on each page. If you want to "Select All" in a particular State or County you would need to filter by that State or County and then go through each page and hit "Select All". The "Select All" feature only selects all that are visible on that page.


- Use the upload icon to paste a list of zip codes, similar to both the States and Counties steps.
- Note that when you use a 5-digit Zip, we will also match and select all corresponding Zip+4's. Selecting just the 5-digit Zip or selecting the 5-digit Zip and all associated Zip+4's has the same end result for your Territory.
- Example: I entered 35124 in the Paste List step and that value matched on 7 Zips, the main 5-digit Zip and the associated Zip+4's.

- Once you've made your ZIP code selections, click "Continue" to move to the next step, "Skip" if you don't want to make selections, or "Review" to finalize your Territory.
Step 7: Define your Agencies
Select specific agencies to include in your territory.
- If you made State selections, the list of available agencies is automatically filtered to just those states.
- Use the States and Agency Type filters, or the search bar, to narrow results by agency name, state, type, or agency ID.

- Use the upload icon to paste a list of Agency IDs. Click "Add X entries" to add the matches to your Agency list.


- Note: We only support the copy/paste functionality for GovSpend Agency IDs. This is to ensure accurate matching given likely differences in Agency naming conventions. If you need help getting the associated IDs with a list of your covered Agencies/Accounts, reach out to your Relationship Manager.
- Results are paginated — with a large state selection, you may be browsing thousands of agencies (e.g., ~30,000 for a multi-state territory), so filtering is recommended over manually scrolling.
Note: Specific Agency selections will take precedence over State, County, and Zip code selections. This ensures that your Opportunity results are refined to your specific Agency selections and don't include additional noise. If you aren't looking to be that specific, then stick with selecting your State, County, or Zip code focus.
Step 8: Define your Demographics
Filter agencies based on population or K-12 district enrollment using the range sliders:
- Population Count — e.g., Counties or Municipalities with a population between 0 and 1 million+.
- K-12 District Enrollment Count — e.g., K-12 Districts with enrollment between 0 and 450,000+.
- As you adjust each slider, the number of matching agencies updates so you can see how narrow or broad your filter is before continuing.

Note: These filters will ONLY filter the associated Agency Types they apply to - Counties, Municipalities, and K-12 Districts.
Step 9: Review and finish setup
The Review step summarizes every selection you've made — States, Counties, ZIP Codes, Agencies, and/or Demographics.
- Once you've reached your last step, click "Review" to review and save your Territory.

- The Review step will show you a summary of the selections that you made.
- Click Back to make changes to any step
- Click Finish Setup to save your territory.

You can return to edit your territory at any time.
Managing an existing territory
From the Territories page, each saved territory shows how many selections you've made per field (e.g., "4 Selected" for States). Click any field to add or edit that portion of your territory.

- Click any Field to edit or make new selections
- Once your selections are made, click Done to save your changes

Changes or edits to your existing territory will take effect in your Opportunities module on the next generation of new Opportunities (typically within 24 hours).
Use the three-dot menu next to your territory name to:
- Rename the territory
- Delete the territory

Applying your territory to Opportunities
When you create a new territory or create a territory for the first time, you will have the option to completely refresh your Opportunities so that they are based on that new Territory. Follow the below steps to refresh your Opportunities based on your new territory:
- Create and save your Territory
- Navigate to the Opportunities module.
- You'll see a banner at the top of the page asking if you want to refresh your opportunities to match your new territory.

- Select Refresh Opportunities if you want to immediately generate new Opportunities based on your Territory. Note that this deletes all your existing opportunities and regenerates new ones based on your territory settings.
- You'll get a confirmation modal after clicking Refresh Opportunities to confirm you want to proceed. If you don't, simply select "Cancel"

- After a short wait, you'll see the blue button in the top right highlight with a count — click it to populate your new, territory-matched opportunities.

- Your new Opportunities will flow in batches, so you'll see that blue button light up with different counts as each batch becomes available.
- If you want to keep your existing Opportunities, simply close out of the banner. New opportunities flowing in will be based on your new Territory going forward and you will retain access to all your existing Opportunities.
